The main takeaways I hope to convey:
1️⃣Only Enrollees who are “Likely to Benefit” and/or have a clear understanding of the M3P should opt-in.
2️⃣Educate, Educate, Educate
3️⃣This program is likely to have a turbulent start and be a significant driver of complaints this year.
After reading The Part 1 Final Guidance and listening to The Part 2 Final Guidance. Along with reading the Fact Sheets and much of the Final CY 2025 Part D Redesign Program Instructions, the M3P has some steeply concerning points that are likely to bring a turbulent start and be anything but “smooth”.
One of biggest concerns overall, is the misnomer of the moniker “Smoothing”, and the potential for twisting of the term as a marketing tactic by “bad actors”. I’ve encourage agents to educate their clients of both names and make sure clients are aware that the two terms are synonymous.
Another point I have been trying to emphasize is, this is no cost (no interest, fees or penalties) financing of an Enrollees covered out of pocket Part D costs. They are entering into a financial agreement to pay back a debt.

Additional points of concern in comments.
This program will be hugely beneficial for Enrollees who are truly “likely to benefit”. (High prescription costs early in the year, or challenges affording higher than expected drug costs during the year). And, enrollees who fully understand the program.
For beneficiaries with average to low drug costs, this program is likely prove more frustrating and confusing than beneficial.
